Rockingham County Library, the largest of consequence in my area, is planning 
several such additions, including Net access.  Alas, this won't come to pass 
until such time as they move into a newer building. The local college won't 
allow public access to the computers by virtue of an, in my opinion, insane 
provision of their "standard" contract with West, Lexis, et al.
Have you collected a number of these articles yourself?  If so, I'd be happy 
to make some arrangements to make them more readily available to others.  :)
