Some people I know license their motor vehicles in "foreign" states.
Doing some is somewhat questionable, but if they own property in another
state they can get away with it.
A friend had tinted windows all the way around his Isuzu Trooper. He is
also a fellow police officer but out of spite to a supervisor he
licensed it to his farm in Wisconsin. The car had Wisc. plates until he
sold it. He didn't remove the window tint, but he DID comply with the
law which says Illinois can't enforce the window tint law to vehicles
registered in a foreign state.
Maybe the trick would be to get ham radio plates in a state not yours.
At least that would work in Illinois if you wanted to have tinted
windows and wear a headset receiver!
