Yes and no. It's an excellent language *of its type*, and makes a good
basis from which to learn other languages of the same type. However, if
you want to learn a low-level language such as assembler or Forth, or an
AI-oriented one such as Lisp, the concepts of BASIC can be downright
confusing.
