S91 is the transmit level adjust (s92 for fax transmit level)
No matter what you set it at lower than =10 it won't transmit
at a higher level than -10dbm (default) This setting will go
as low as =15 (-15dbm) but wont go any lower. I find =12 the
best setting. This can avoid the exchange's AGC amp acting.
Basic Rockwell-oids either couldn't access these registers
or they could only be set on a per call basis (reverting to
default when modem is re-initialised)
These settings are useful if you've had your local exchange
line AGC setting switched off, otherwise the AGC amp there
will just re-adjust your line's input level. You want as far
as possible for the two modems in the link to make their own
AGC adjustments, not the slow acting exchange amps
