Lots of different advice here depending on the type of rose.  Generally, dont 
over prune it and prune (I think) in late winter and if needed, again in mid 
summer.  
Big mistake I made was to over prune one and basically it never recovered.  
Dont take more than 6 inches per branch off if you want to be safe.  Then 
again, I have this one 'wild rose' at the side of my house we *cant* kill.  
We cut it to the ground from 6ft and more and it still comes back.  Hehe cut 
it because of the 3YO who was then 2 and this one has long thorns and is in 
reach.  Now we give up.  Time for her to learn about thorns I guess....
Most careful pruning?  Those miniature rose bushes. Overprune and they die 
quite rapidly.
