If you use a weapon in a manner that causes harm to someone, then you are 
arrested for the harm that you have done.  Mere possession of a weapon, 
either 
openly carried or concealed is not a cause for the police to take you away.
Outlawing weapons doesn't work anyhow - we have lots of proof of that.
