I have spent a couple of days checking this out around the place and come to
the following conclusion.

You will see the TID displaced at the bottom of the echomail message if you
use MsgEd as your reader/editor.

So far out of the number of people I have asked at various locations, all
those who don't use MsgEd see the TID at the top with the rest of the
kludges, all those who use MsgEd see it at the bottom. There is only one
exception, Dale, but I am sure of what he is using as a reader/editor.

Whether the people using MsgEd are also using other husky tools, I do not
know, but some are.

Thus I would say MsgEd has a bug in this respect.
