Where are you getting this information? 

My son-in-law is one of the people who sits and monitors the
telemtry of those shuttles. I've never heard anything that
would lead me to think they would put up a known to be broken
shuttle. 

They were advised that they were understaffed and gradually
losing the necessary quality controls required and they _did_
fire the people who told them that which is going to cost them
in court I suspect?
