You don't usualy point the laser into their face when you're playing with
them. The only way that a laser can cause eye damage is either through
direct or mirrored exposure to the eye (as in the beam is bounced off a
mirror and then goes direcly into the eye) Laser light that bounces off any
other surface diffuses enough not to cause damage. I don't know about a
laser mouse toy, but I play with my and my roommate's cats quite often with
my laser pointer. They love it, and then I don't have to run around
everywhere. :)
Seriouly though. You just have to make sure you don't play with it around
mirrors (glass can have the same effect, but to a lesser extent) and that you
don't point it right in their eyes.
