It is the "official" way in Canada, and many I know think it is a
pain in the rear. Why some bureaucrat chose this non-intuitive measure is
beyond me. Note that this isn't a metric measurement per se, the powers
that be could just as easily publish ratings for kilometers per liter which
is how most people seem to think about it.
