At that point they're in space.  There's next to no atmosphere, and they
don't need to be aerodynamic.  Or very big, either - a decoy could be the
size of a golf ball with lots of included right angles.  Any given vehicle
could take a few warheads and literally dozens if not hundreds of decoys
aloft.
