What is the significance of needing separate utilities to flash "UP" and 
"DOWN":

   TWO V34 Flasher Utility program for DOS.
   FL_1XXUP.EXE (flashes up from older versions)
   FL_1XXDN.EXE (flasher DOWN from newer versions)
I thought code is code.  Bits are bits.  How does the modem care whether the 
version change is going to older code or upgrading to newer code?
