I don't even think the two were comparable. In Belarus observers where denied visas at the border, Georgia was accused of terrorism and its observers sent home. Even the Russian papers figured that Lukashenko only had between 25-50% support. How does that turn in such a great victory margin? In Azerbaijan the ruling party just barely got half the seats. For Lukashenko this would have been unacceptable.
