I don't disagree.
But, although the Community Mental Health Act provided some funding for
such, most states, including Illinois, had no facilities for mainstreaming
until the late 70s. The regulations for receiving the funding were, in a
word, obtuse. Almost all the mentally ill in Illinois remained in state
facilities until 1981-1982.
