This is still happening and it still sucks. Things are actually improving
though because for a variety of political reasons the monopolistic nature
of the delivery system is developing cracks. Canadian have long conjoined
the notion of a single payer with a single delivery system, but they are
being teased apart, which is goodness.
If you are middle class or better and connected and/or know how to work the
system you probably won't experience many of the waitlist issues. Which in
a way means it isn't actually all that different from the US ... in other
words those with superior education and life skills do better. No surprise
there, that's life in general.
I listen to all the stories at my US cafeteria from my US colleagues, and
it's hard to detect any substantial difference in the level of care , at
least for routine care. But it's so hard to know for sure, because personal
stories / sample size one / etc don't necessarily extrapolate.
