I have been digging around inside USER.EXE and discovered the
following (Pascal, but I'm sure you can convert it!):

function GetFreeSystemResources (Flag: word): word; far;
  external 'USER' index 284;

Flag = 0 returns the lower of GDI and USER as a %
       1         GDI
       2         USER
       anything else returns 0

BTW, the code to do this is very interesting - I'm sure there's other
info in there, but the function doesn't return it.
