I suppose that's a possibility, and I'm all for saving money. But IMO,
means testing creates a few problems:
1. SSA must establish what "means" will be tested 2. Staff must
determine those who exceed those criteria 3. Adjudication of disputes will
involve more staff and require new regulations
4. Adjustments to what "means" will be tested will be made
Rinse, lather, repeat.
Do I expect we might save a few billion dollars? Possibly. I really don't
believe it's workable within the administration though.
