I learned another interesting thing about APC UPS units earlier this year. Just because they don't turn on at all, doesn't mean they are broken. Almost always, it is a bad battery issue. Without a decent battery, some will not turn on at all. Removing the battery and plugging it in the wall will still prevent it from turning on. The battery must be installed. I probably threw away many that worked before I knew this.
