Silly me.  I didn't decipher your writing correctly.  I might have 'clicked' to
the notion if your specification used the term "cypher" though.  ;-)

I used the GoldEd editor to decode the text (using its in-built capability). 
The text made no sense to a Linux text editor, no matter what character set
encodings were tried.  So, I transferred the file to my MS-DOS system (Win98SE)
and tried the same exercises with my trusty Total Commander's text viewer, with
the same result.  That being, no identifiable text.
