You won't have to reload software, however, you will have to create
shortcuts for all your programs and build the desktop over.
Additionally you will have to move everything from "My Documents" to the
new account.

That's what backups are for. I strongly suggest using an imaging
program such as Norton Ghost or Drive Image to make a backup image of
your boot/system partition before doing anything.
Something else came to mind... You said that when you were logged on in
that particular account you could not download updates from the MS
Critical Update site? But you can download updates when logged on as
administrator?
