Yes, I have no doubt some states were early adopters of the liberate the
mentally ill and permanently vagrant movements which resulted in all these
people being harmed and forced to live on the streets.  I think the process
was pretty much complete everywhere by sometime in the 70's.  Then in the
80's the same people who originally pressed for what was, in effect,
dumping all these mentally ill, alcoholic, drug abusing, and/or permanently
unemployed people on the streets began to *notice* and complain about all
the *homeless* people (starting just coincidentally around 1980 when Ronald
Reagan took office).

The plight of the homeless has been used by the same groups who made them
homeless in the first place as a political weapon against Republicans ever
since (even though Republicans were for providing them homes, in effect,
through mandatory hospitalization and poor houses/work farms).  The
homeless problem only takes a breather in the press when a democrat is
president. Then it gets rediscovered when a republican gets back into
office.
