There are several ways to do it. If you feel comfortable using the
registry editor (either regedit.exe or regedt32.exe) you can navigate
your way to:

HKLM\software\microsoft\windows\CurrentVersion\uninstall

Each program listed in Control Panel Add\Remove will have an uninstall
key listed there. Just remove the key (delete it). In the event you
don't have permissions, use regedt32.exe and assign permissions to
yourself. But generally those keys are not permission locked.

The second way is a brute force method that works with the hotfix
uninstall folders. Just delete the folder including any sub folders
that exist under it. Then open Control Panel, Add/Remove and click on
the uninstall button for that particular hotfix. The system will
respond back that it can not remove the hotfix.

It will then offer you the choice of removing the entry from Control
Panel, Add/Remove. Select yes.

You're done.

Regards.
