A book worth reading:

"The Cruel Hunters: Ss-Sonderkommando Dirlewanger Hitler's Most
Notorious Anti-Partisan Unit"
Maybe they could even get round to issueing rings such as :
http://www.third-reich-books.com/waffen-ss.htm
"BOTOM Row, Left to Right: Item #RG-103 SS Anti-Partisan Honour Ring
(large skull in center)."
The SS specialized in "anti-partisan activities" in part because
they mostly agreed with Gary B (as one might expect) wrt there being no
rules where "illegal combatants" were concerned.
However post war it turned out there were rules wrt "illegal combatants"
& oddly numbers got imprisoned or hung.
