Your modem was reflecting your terminal (DTE) speed, not line (DCE) speed.

These are TERMINAL (DTE) speeds you're talking about here. If you're
running a 14.4k modem, configure Telix for a terminal speed of 19200. You
don't need to change all instances of CONNECT to CARRIER. Telix is doing
its job properly. All you need to do is tell your modem how to report the
line (actual connect) speed.

You didn't mention what sort of modem you're using, so it's difficult to
tell, but try either ATW2 or ATS95=47 as part of your init string.
