To be accurate, 16 total votes were cast, 2 for the other chap,
and 1 spoiled. The vote was about a month long, so it appears they
waited until they had at least 16 regions check in, which makes
the number of regions voting, a bare minimum. Still, it's pretty
hard to boast about total zonal suport with only 13 out of 31 under
your belt.
