Nope. Nobody has said anything to that effect.

I am not sure that it is a case of buggy V.42bis implementation in the
Courier. If other people connecting to Couriers under the same conditions
reported it, I would be inclined to believe so myself. I would be
interesting in hearing if anyone else has experienced this.
