In the "shortcut" settings for Windows Update, my target is set as:
%SystemRoot%\system32\wupdmgr.exe
The program starts in: %HOMEDRIVE%%HOMEPATH%
Make sure that the user who owns the program (see Security) is an
administrator who has Full Control rights.
