I found this file awaiting my discovery of same in one of my catch-all 
directories.  Thought it may make a good follow-up to the discussion we had 
re: municipal liability/immunity, some weeks ago.
As always, the percent sign replaces the section mark for purposes of FidoNet 
compatibility.
