A) Wilson sent on gov business by gov org. B) Comes back with bad news (no
smoking gun) C) Goes public with this after this was simply disregarded by
the admin

Now you need to discredit him.

Suggest that he was on some sort of Abramoff-Delay style joyride to the
sunnier parts of the world at the Gov's expense....sent by...his wife...not
by the gov org (as that might help his cred & the aim is to hurt
it)....
