Ah George. Somehow your technical rather than human background betrays you.

take the meat of the leak.

1) Wilson is sent to Niger to have a quick potter.

2) He is sent there by a government organisation.

3) His wife works for said organization is a high up role where she too has
access to lots of interesting information.

4) He comes back bearing bad news for the admin which is looking for
anything remotely looking like a smoking gun.

5) The admin then disregard what he says entirely as it doesn't fit the
propaganda picture they are trying to put to the US people (& the
world) in order to justify what is otherwise a war of aggression (in
Cheney's words "Because it's doable").

6) He then goes public with this fact.

7) The Admin then needs to discredit him as a person given his
qualifications/past jobs etc.

8) Quick way to do that is to imply that he was sent on some sort of a
Abramof-esque freebie trip to some sun bathing by his wife. Not by the gov
organization. Not because people asked to have the facts verified oh no....

9) The answer could & should have been simply that he was sent there by
a gov org on behalf of the gov but that would have given him credibility or
at the very least not undermined his credibility so......it's constructive
leak time boyz.....
