thousands/millions.

OK so they were black africans & thus only count 100-1 wrt dead
Americans/Europeans but even at a hundred dead black people to 1 dead 1st
worlder, a couple of million is more serious than 3K dead yanks.

This action was said by Bush to be an act of war & as such it was a
fairly minor act of war (e.g. compared say to the invasion of Iraq, actions
in Former Yugoslavia, the congo, etc.etc.).

How/why would you keep anyone who kills lots of people through an act of war alive ?

Shrug. War is about killing people. Armies are bunch of trained killers who
will kill anyone they are told to.

Do you think the citizens of Iraq will ever see "justice" against
those (from any/all sides) who created & carried out actions leading to
the deaths of tens/hundreds of thousands?

I would say the chances are low to subterranean.
