I was told by Supratech@supra.com that a retrain and renegotiate will always 
occur if the REMOTE modem requests it irregardless of local modem's settings. 
  This applies to v34bis modem and up.

Same here.  I rarely get good connections there.  I call from Montreal, 
Canada. I have often only achieved VFC mode.
