Because CURRENT employees would be disciplined if not asked direct
questions by congress & even then (as with Shineski) they'd be
"dealt with".

Which is the point. Mucho like Stalin & the Red Army. OK so he dealt
with former employees as well but none the less the control freakery
backing up a great empty void in the box marked competence is similar.
