The rates on double air time for 3 way calling etc are about
standard for Bell Mobility Cellular and Can-Tel in canada too.
No idea where they get these rates from.
And in canada out cellular long distance is surcharged 15% and is
not open to competitive toll carriers either.
Our Canadian cellular carriers do offer some nice airtime plans
for wheelchair users though.  Some dishonest agents offered to
sell the plan for wheelies (at no charge or half price depending
on carrier) to people with ingrown toenails at one point.
