Digging deep for this one Adam. GPS was never meant to be a commercial enterprise. It was designed and supported as a military system. So they state shouldn't fund military projects? The EU will bail out a commercial venture. GPS is a military venture. This is what the Euros hate about it so much since the military can decide to change the rules on it.
