That witch made one of the all-time stupid statements WRT civilian
casualties.  I don't have the quote at hand but basically she said 'sh*t happens.'
And note that there are still US occupation troops in that area nearly twelve years
after the president promised that the troops would be home for Christmas (of 1996).

Speaking about Serbia, bombing infrastructure targets such as water and power
plants (and like occupied passenger trains - there's a video from the bomb's camera
all the way down to its cutoff at impact) used to be considered war crimes.  I
don't know that those types of targets were intentionally bombed during Vietnam,
I'm inclined to doubt it, but they certainly have been since.
