Four years ago (the time frame in which Mark suggested that such action be
taken) that wasn't necessary .  The Guard was intact and able to carry out
their traditional mission of responding to domestic emergencies.   That is
no longer the case.  W's preemptive war has
also preempted the National Guard, crippling a primary tool for civil preparedness.
