to have something else in place.

OF course, we'll just supplanbt "peak oil" with "peak coal
some period of time later.

AT a residential school I attended for six years they had
steam heating plant for the whole campus, multiple
buildings, all coal fired.  Quite the operation.  I think
they're still coal fired steam heat at IOwa school for the
blind, but could be wrong there.
