I would, however, dispute your statement that "The administration hasn't shown any evidence that their 'competent' people are having much if any effect on things." They are certainly having more positive effect than the rank incompetents and outright malevolents employed by the Cheney-Rove administration fronted by the hand puppet, George III. The problem lies in the "system". Bureaucraps don't like change. Any change. So they resist anything that takes them out of their comfort zone and actually requires them to make decisions and be productive rather than letting things spiral slowly (but, at an accelerating pace) toward the oubliette. Of course the Stalinist Wing of the Repugs and the Norman Thomas wing of the Democraps aren't helping matters any with their constant bickering, pointing with alarm and axe grinding. Fie on all of them! Meanwhile, the "competent" people (of both parties) employed by the "hopey-changey" administration are dragging the bureaucraps, kicking and gouging toward actual productivity and progress. ENJOY!!!
