OneNote 2013 asked for an Office365 license, it might be that it was looking for a license. Once I said to work offline, Office works fine. I'm a little concerned about the tie in to OneDrive, storing Bitlocker keys by default, and some of the automatically opted-in settings regarding privacy. I upgraded a year or two old Windows 7 install, should have tried a fresh install. ...
