Well, yes, the hardware ain't free, but they already have it.

Part of the problem is that we didn't do enough damage at the outset; but
you're right there's no need for a formal "surrender" on some
chunk of arid soil, just leaving is implicit and sufficient toward that
end.

I agree that there are a lot of permutations in Mexico's problems, but as
far as I recall, they've been a proven basket case for centuries, NAFTA is
just the latest example.
