Just today I learned another reason for the decline in illegal
 immigration.

 The drug cartels.

 More people want to get out of Mexico because of the cartels.
 However, while it used to be independents, coyotes, ran the
 illegals across, now the cartels have taken over the business.

 The cartels don't want to stop the illegal crossing, but they do
 want to collect on everyone who crosses. So, if you can't pay,
 they ain't gonna let you cross on your own. The old Coyotes
 didn't try to stop people from doing it on their own, and they
 couldn't if they tried. The cartels are a lot more powerful.

 My further suspicion, many who want to get away from the cartels
 but can't cross the border may go south further into Mexico,
 rather than stay near the border. Just my speculation.
