  Prearrange with contractors for heavy equipment in times of disaster. No
municipality owns all the snow removal equipment they'll ever need in a
100-year snow.   When the big snow comes, they just have industry bring in
heavy snow removal equipment.

   It's telling that the first thing that the governor notes as missing is
"humvees".    As though no other vehicles could navigate the perfectly
clear streets of the town.
