That is if there's an instance of cheating/impropriety at a license
exam session...and I've heard that happening (where the VE's basically
"gave away" the exam). If you have a session with a lot of "perfect
scores", you are likely to get "audited" by the Volunteer Examiner
Coordinator (VEC), if not the FCC.
I don't think you have to worry if every examinee passes the test, and
if most (if not all) of them "barely pass the exam". But, it also
indicates whether the examinee studied or not...basically, they're ready
to take the exam, or they're not.
In one such case of a "giveaway exam", one "honest"
examinee "turned
the group in". Every examinee had to re-take the exam (either in front
of the FCC, or another VE Team, with only ONE SHOT at the exam...and all
failed it). Then, the VE's involved were STRIPPED of their Volunteer
Examiner accreditations, and ham radio licenses FOR LIFE!!
I worked too hard to get my Amateur Extra Class license (even without
CW), to be that stupid to "give away" a test. In fact, I use the
ARRL/VEC VE Exam Maker software, and EVERY SINGLE EXAM is DIFFERENT. So,
I can have a room full of Technician Class examinees, and NOT ONE EXAM
is identical. That obviously helps to cut down on cheating. I've never
had an instance of "cheating", and I hope I never see that. In fact, I
have several VE's who move around the room during an exam, watching for
possible signs of cheating.
