Which rules might those be?  Where might they be found?

As one who is quite familiar with the history of fidonet,
and developments in echomail, its movement and regulation
I'm curious what "rules" you're citing here.

Btw Wayne not slapping at you.  More later, but first I'm
curious what rules you think apply and where they can be
found.

Will elucidate further upon receipt of your reply.
