I'm not sure about anywhere, just how high did that satellite go? Just
suborbital gets you only so far, but close enough, I'd accept that they
could hit the U.S. from there.

Commercial ventures is what they are using them for right now -- cheaper
than we can do it.  Commercial ventures really are a valid reason... 
(dual-use I give you though)

That's one reason I think this is a good idea, but I'd hope we would watch
fro Israeli missiles too, even if Russia weren't part of it.
