Apprently you have to just go through the waiting process  When you
go through something like that, involving the u.s. government that you
just have to go thorugh all that trouble to get your money back.  If
not you gotta sue the government to get that money back.  But when
these things happen you usually have to just wait for the slow
government wheels to turn until they reach your name to remburse you
wiht money for the mistaken search of the boat.
