   I don't know if it's the same invention, but I see that truck - based
mobile units are being tested and purchased by FEMA in the US.   The idea
is that they will be moved to the outskirts of hurricane zones before the
storm.  They can move in immediately after the storm and provide water
cheaper than trucking or airlifting it in.
