Not "enemy",  "Enemy Combatants" and "Illegal
Enemy Combatants", and because of the problems you describe these
enemy combatants are entitled to a hearing before a military tribunal and
an appeal to the DC Circuit to challenge the rightfulness of their
classification and detention.  Unlike German and Japanese prisoners of war
from world war II.
