I don't think anyone expected Russia to suggest that location.

Personally, I think it could be a good thing to put it there.  We get our
radar and possible interceptors and Russia gets access to the radar to
replace their installation.  It could usher in a more cooperative mood
between the superpowers too.

As for Iran, tough call...
